4. Matters arising

1.      Vacancies – Chairman suggested further consideration of this matter – either making a decision at next Council or setting a date – e.g. AGM

2.      CAD _ Kinderton – Chairman had spoken to CC K Oliver; strong possibility of using site at Mear in which case Kinderton would not be required for 7 years

5.  Financial report

Clerk gave verbal report on present balances and general financial position

 

 

 

 

6.  Budgets

1.      Clerk went over budget items for all committees and reported comments from other committees; no further action required by this committee at this stage because items would arise at AGM or throughout the year

2.      Suggestion that amount of donation to CAB should be reviewed next year

3.      DES asked for a brief explanation of s.137 payments at a future meeting

4.      SWW and Clerk reported they had attended meeting re Cranage Playing Field project earlier in day;  moving towards production of proposals which could then lead to financial decisions being made

7.  Byley gas plant

1.      Letter from Cranage Parish Council had been reported to earlier meeting – no further court action being taken

2.      Financial statement produced for consideration

3.      Noted Secretary of State enforcing costs order for approx. £13,000

4.      Agreed no further action recommended

 

 

 

 

8.  Quality status

1.      Committee considered actions of A&P and T&P and agreed with their proposals

2.      Proceed with preparation of report for APM combined with newsletter

3.      Future consideration of items should be split between committees:

·        A&P – Election mandate; qualifications of Clerk; meetings

·        T&P – Communications (mandatory and discretionary)

·        Finance – Annual Report; accounts; ethical framework

9.  Future meetings

Agreed committee recommend:

  • Annual Parish Meeting – arrangements go ahead for the meeting to be held on14-04-05 including preparation of a report which incorporated in a newsletter
  • Calendar of meetings – approve calendar which starts with the Annual Meeting on 26-05-05
  • Meetings between Annual Parish and annual Meeting – 28-04-05 and 12-05-05 to deal with planning applications and outside inspections. (Clerk may be away for one of these dates)
  • Venue for future meetings -  continue at HC Primary School for the time being but give serious consideration to use of new Community Room at Library when available
  • Civic Service date and venue to be in the discretion of the Chairman

1.      Anti-social behaviour – Serious problems in village centre last weekend; knock-on effect on Sutton Oaks further resulting in request for bushes to be pruned; Clerk to ask Village Volunteers to assist

2.      Skateboarding and JMC – Issues to be discussed at next Council

3.      Recycling skips – Concern expressed about winding down of George & Dragon site; CBC observations had been circulated as a result of which several members had urged further consideration of CCC depot on Station Rd.  Clerk to pass on comments to Steve Jones of CBC

4.      Church floodlights – ACR reported vandalism damage; cost of repair being investigated

5.      Training courses – DES had produced information for circulation
