3. Borough and County Council matters

1.      Leisure Centre – TJH reported Borough report proposed downgrading of centres at Middlewich and HC; this may have bearing on views about future of JMC.  Agreed meeting urgent – RCP and Clerk confirmed they had both requested meetings and would continue to do so

2.      Training – Next session 26-01-05 – SWW, RCP, DES, MJS interested in attending

3.      CAD Kinderton – Clerk had asked KO for an update and would report back when information available

4.      School caretaker -  Chairman reported Colin Greenwood, Caretaker at HC Primary had died suddenly.  Clerk asked to write to Head

4. Planning applications

CCC application for Library extension – Resolved: No objection in principle but regard should be had for the following: some internal layout issues to be resolved; loss of parking spaces regrettable; access point could be improved;  CCTV should be co-ordinated with adjoining area

5. Quality status

1.      General discussion – Members discussed issues considered in presentation at last meeting; Clerk asked about ability to obtain competence qualification and replied that this would be difficult because of time, but this should not limit Council discussion and long term aims.  Agreed not necessary to make a decision at the moment but Council should examine all requirements over next few months with a view to working in a way which made quality status achievable; Clerk to organise programme for future meetings

2.      ACR – Resolved Mr Rickards be appointed a member of T&P; he agreed to continue membership of A&P until vacancies filled

2.      Budget and Precept

Council considered budget recommendations prepared by committees and report prepared by Clerk.  Discussion over need to limit amount of increase in Precept

Resolved:

1.      Adjustments be made and Budget totalling £118,000 be approved (details set out in schedule attached to minutes)

2.      Precept be fixed at £23,000

1.      Assoc. of Local Councils – Publications available

2.      Documents for circulation – Items passed to Chairman for circulation

3.      Police – Recent communications indicated:

·        One year ago HC worst area in Borough for anti-social behaviour; now the best

·        This has enabled some attention to be given to traffic issues – parking and speeding

 

 

 

 

9. Members items

1.      Litter on Knutsford Rd / Recycling skips – Noted situation likely to improve when recycling skips removed; agreed Clerk’s comments to CBC regarding alternative sites be approved and two additional sites be suggested – entrances to Fads and Comprehensive School; also reconsider CCC yard

2.      Litter at rear of Co-op – Clerk to refer to Manager

3.      Parking Westmorland Terrace – Complaints be referred to Police and HC Primary School

4.      Parking – Need for a long term plan be referred to T&P

5.      Christmas lights – Need for information be referred to Assoc of Local Councils
