4. Matters arising

  1. Public conveniences – CBC had decided to proceed with project and earmarked various sites. Only one of concern was at entrance to Precinct in case of loss of parking spaces. Agreed refer back to T&P for further consideration
  2. CAD –Kinderton – Meeting to be held on 15-01-04
  3. Planning enforcement – Clerk reported that CBC had requested planning applications from burger van at Station and Somerford Motors operating off A50 at Brereton

5. Borough and County Council matters

  1. TJH reported no meetings over Christmas period but important issues being discussed are centralisation, regional government and budgets
  2. KO had sent report that work on Junction 17 M6 would mean north bound traffic being re-routed to Junction 18 – agreed refer to next T&P

6. Local Plan

TJH and Clerk reported on modifications, which include re-introduction of "Employment" site on Middlewich Road HC. Consultation letters being sent and comments to be made by 16-02-04. Resolved T&P be authorised to formulate objections at next meeting and submit to CBC

7. Library

Clerk reported message from Alan Bell Libraries Department confirming scheme at HC Library is in draft capital programme for 2004/5. Budget has to be approved at Council meeting on 19-02-04 – agreed Clerk write to local Councillors and group leaders asking for support for scheme

8. Planning applications

Resolved:

36749/3 – 3 Sycamore Close – Taxi business – No objection to a temporary consent being granted provided that there is off street parking arrangements

36759/3 – Electricity cables – No objection

36774/3 – WA Motors Middlewich Rd – Fencing – Previous planning conditions re landscaping and number of vehicles on site should be enforced; subject to these points no objection to fencing

36777/3 – 16 London Road – Estate agency office – Object because there is a need to preserve A1 user on properties in the Conservation Area; there is already an adequate supply of A2 and A3 users throughout the vikllage centre

36778/3 – Land at rear of Glenholme Middlewich Rd – new dwelling – No objection

 
     

9. Future meetings

  1. Clerk reminded members of future meeting dates
  2. Further calendar would have to be arranged around election date and for next year
  3. Meeting of Joint Committee with Cranage Parish Council planned for 17-01-04 but reps. of CBC coming to A&P on 22-01-04 when more useful information should be available. Agreed Joint Meeting be cancelled and reps. of Cranage Parish Council be invited to attend A&P
  4. Fire Brigade wanting to arrange meeting with local Councils to explain new regulations. Agreed joint meeting be arranged with Cranage Parish Council and others
  5. Meeting discussed items for inclusion in future agendas

10. Finance

Council considered budget recommendations prepared by committees and Clerk which would result in a precept of £20,000 compared with £16,000 over last 2 years.

Resolved:

  1. Budget totalling £122,000 be approved (details set out in schedule attached to minutes)
  2. Precept be fixed at £20,000

11. Members items

  1. Village Volunteers – John Clowes had prepared list of dates – Clerk to circulate
  2. Bus shelter – Station Rd – Chairman to make enquiries bout possibility of providing a shelter at bus stop opposite Brookfield Drive
  3. Public transport issues – Chairman gave general report
  4. Schools – Clerk to write to HC Primary School and Comprehensive School congratulating them on robot awards
  5. Complaints – Clerk to deal with complaints re broken glass outside Mandevilles, dangerous wet leaves and street lights on Edenhall Close
